Penis/Balls staying red and tender

Does anyone else's penis/scrotum stay filled with blood and tender for way too long after they ejaculate? And with this, lowered libido. Mine doesn't fully lose its color until about 4 days after the O, and then it doesn't fully go back to healthy and robust until the entire POIS episode is done.
