I have never tried to put on muscle so i couldnt tell you... :-\

Before I developed POIS I would lift almost every day in high school for football and it was very easy for me to gain muscle and strength. I developed POIS soon after and only 1 or 2 years later it became impossible for me to gain any muscle and in fact I have been losing muscle ever since I got POIS.

Less strength or muscle building itself lower?
